During the Spanish regime covering wide spread of lands within the territory that rests in the middle of a long river and a range of small mountains; this was filled with abundant trees called Madre Cacao and Cacao (chocolate trees). Due to the noticeable presence of this tree which mushroomed and grew all over, the elders thought of calling their communities by the name of those trees. And so they called this community as Acao, which remained up to the present where it was derived by calling it Barangay Acao.

During Spanish regime, it was this barangay where most of the female residents used to make native cakes called “BINALLAY”. When the “SPANISH CONQUISTADORES” were marching towards Baguio City, there were so many Filipina vendors selling “BINALLAY” along the road. The Captain of the group ordered his men to stop. He approached one of the Filipina vendors and asked the name of the place where they were..The Filipina vendor misunderstood the Captain, she tought he was asking for the name of the native cake she was selling, so she answered the Captain “BINALLAY”.

From then on, Barangay Ballay derived its name from the native cake “BINALLAY”.

 Barangay San Agustin, a mountainous place where a beautiful sunrise and fresh air could be experienced is located at the eastern part of the public market of Bauang, La Union.

Before , San Agustin is just one barangay, but due to some reasonable request of their constituents and the desire to have a ruler of their own, they divided barangay San Agustin into two barangays namely barangay Upper San Agustin, on the higher eastern part; and barangay Lower San Agustin, on the left western portion.

Barangay Lower San Agustin is isolated by two big mountain ranges apart from its neighboring barangays where lands are classified as agricultural and pasture lands. People are currently developing portions of the mountains into corn and rice fields where variety of seasonal crops are being raised.

It is our vision to have a progressive community through the leadership of the elected barangay officials where the residents unite to live peacefully and harmoniously.

To strengthen camaraderie among residents for a peaceful community to live in.

To establish a progressive barangay where equality and equity prevail among residents in order to uplift the standard of living.

And to be able to contribute to the development of the community for fast access of the changing environment.

A long time ago before the Spaniards came, there was a man name Agustin. He was strong powerful and fearless warrior. Neighboring villages feared the braveness and agility of this warrior and often times the villagers often referred to him as their savior and leader. When the Spanish missionaries came they asks the natives what is the name of the place. The people could not understand what’s the visitor is asking so they could only say “Agustin” referring to their Chieftain. Soon the missionaries recorded the name of the place “Agustin”. When the natives finlly converted to Christianity they adopted Saint Agustine as their Patron Saint. As time passes the place was finally called San Agustin in honor of the brave chieftain and their patron saint.

Due to its vastness in area, the early leaders of the barangay decided to divide the place into Upper and Lower San Agustin each having a designated boundaries and set of government.
